US OCTG steel producers file AD and CVD cases against China

Platts reported that US Steel has filed an antidumping and countervailing duty petition with the US International Trade Commission against certain oil country tubular goods from China.

Mr Courtney Boone US Steel's manager of public affairs told Platts that it filed complaint separately on April 8.

A statement from Schagrin Associates, counsel to the petitioners, said that ¡°Five US OCTG producers also filed an antidumping and countervailing duty petition Wednesday with the US Department of Commerce and the US International Trade Commission against OCTG imports from China.¡±

The producers include
1. Evraz Rocky Mountain Steel, Pueblo, Colorado
2. TMK Ipsco, Downers Grove, Illinois
3. V&M Star, Houston, Texas;
4. V&M TCA, Houston
5. Wheatland Tube, Beachwood, Ohio
6. United Steel Workers

The petitions allege that Chinese producers benefit from massive government subsidies and allege dumping margins ranging 40% to 90%.

Mr Rob Simon VP & GM of Evraz Rocky Mountain Steel Mills in a statement. "Dumped and subsidized imports from China have tripled from 750,000 tons in 2006 to 2.2 million tons in 2008 and have continued increasing in the first quarter 2009. These imports significantly undersold US producers and have created a huge inventory build up in the US market."

Mr Roger B. Schagrin, of Washington-based Schagrin Associates, pointed out that "Over the last two years, US pipe producers have prevailed in AD and CVD cases in four different pipe and tube trade remedies cases against unfairly traded imports from China, circular welded pipe, light-walled rectangular tubing, small-diameter line pipe and welded stainless pressure pipe."

Under statutory time frames, the ITC will make a preliminary injury determination no later than May 26. The US Department of Commerce could then issue a preliminary subsidy finding by September 8, and a preliminary dumping finding by November 6.

If the Commerce makes an affirmative critical circumstance decision, then duties can be imposed 90 days before its preliminary determinations.
